well,it's just a mappack,of cource you need hl2:ep2 to play it.
Copy lq_city21_after.bsp into your Half-Life 2: Episode Two Maps folder.
Launch Half-Life 2: Episode Two
Open the console and type map lq_city21_after
Press enter/return or click the Submit button.
Play and Enjoy.
When you create a mod- make sure you click create a mod with the source 2006 engine selected, otherwise it won't work

You just have to compile the source code.
