I really like the look of the weapons. It reminds me of XIII.
If this is just a "retexture"-type addon or mod, then it needs to be at the mod page for at Moddb.com.
This is what happens if you upscaling texture ten times
The .rar file has a Trojan called Bumat!rts in it and as the file is now I would not recommend downloading this mod at it's current state.

To avoid the problem with client.dll install only .wad files and folders gfx, logos, models, overview, resource and sprites
Archive has a lot of crap from non-steam cs which causes to crash steam version of cs
Anyone able to get this working with the current version of HL on Steam? I always get a Fatal Error message about a client.dll file not being loaded.
