When we play the empire. After conquest of all provinces of every empire kingdom should be the option of converting faction into the united empire with access to all units. Please do this for the players PS: And the same for CHAOS. |

no, this requires 2 more faction slots we don't have just to get a new faction symbol and name. If we were gonna do a united empire the empire would just start that way. |
