I know in a game you cant walk over that, but in real life, it looks like you could easily step over those. Maybe make them a bit bigger? Something truly jump worthy?

Yeah I know it looks incredibly stupid, but according to game limitations as defined by Half-Life 2 movement variables, it is impossible to jump over anything taller than that without requiring a crouch jump.

The jump height in Half-Life 1 was a lot taller.

Well, their length is somewhat long, you'd probably end up stretching really awkwardly to step over them.
