Maybe you can work with the mod author for the supposed CangLoong City - and maybe use his assets to bring your idea to life? I heard he merged with some other team to create another game - perhaps you could borrow their assets from that new game and bring it in to your mod? Just a suggestion as I'm intrigued by your plans.
Nice idea but I doubt this will ever come to fruition.. especially because of the lack of actual art made for it by you/your team.
