Better handling for San Andreas v1.1

This is my personal handling.cfg for San Andreas, which is based on Cabera's cfg. I have used his guides and cfgStudio2 for this.
I felt there arent much good handling cfgs out there so i decided to make my own 😱. Acceleration is smoother and slower, and brakes dont lock up as much.
Parameters changed: Acceleration speed and curve, Top speed, Weight and Braking, TurningMass and Grip.
Currently, it only has cars, trucks and bikes changed.
