American Imperialism mod for Victoria II

I've been disappointed in how little Victoria 2 allows for American imperialism to play out. Besides the Ostend Manifesto, there's really no way to emulate the Spanish American War. This mod makes it so that the United States will be more likely to acquire the land it did in real life. Features of the mod are listed below:

• Lowers the penalty for choosing the "Ostend Manifesto" decision and makes the AI more likely to choose it
• Adds Puerto Rico to the Ostend Manifesto
• Adds and event for the destruction of the Maine, which gives the USA a place in the sun casus belli
• Adds a decision for the USA to purchase the Danish West Indies
• Adds an event after the USA acquires Cuba that allows the acquisition of the Philippines to be negotiated
• Adds a decision that allows the United States to release Cuba as a satellite state for decreased infamy and consciousness
