Description

Klingon representatives aboard the IKS DaQ'Qat meet the USS Republic in orbit of Axanar. Aboard the Republic is an ambitious young cadet named James Tiberius Kirk.

The animosity between the Federation and the Klingon Empire did not wane in the period following the Four Years War, largely because the problems that had started the conflict remained. The Klingon Empire still strongly contested the Federation's ownership of several star systems in Federation space. However, where the Federation had considered making concessions in the Empire's favour before the war, in the wake of the conflict the notion of simply handing systems over to the Empire was...unpalatable. Now in a position of strength, the Federation dug in its heels and asserted its own rights, refusing outright to appease the Empire.

This approach was considerably more effective in communicating with the Klingons than the Federation's earlier efforts, which had been based on offers of friendship and understanding. Though they still considered themselves the Federation's superiors, the outrage and aggressive bluster that had marked Klingon reactions to Federation negotiation was now somewhat mitigated. The Federation had earned a grudging respect from the Empire, and the territorial disputes between the two powers remained confined to the negotiating table. For now, at least.

In 2255 - ten years after the end of the war - a push was made to re-establish formal Federation-Klingon relations. At the Federation's invitation, Klingon representatives met with Federation diplomats on neutral ground - the non-aligned planet of Axanar, site of one of the war's most important battles.

The Axanar Peace Mission had little success in resolving the fate of the Disputed Area, but was remarkably successful in opening a formal dialogue between the two powers. A permanent Klingon embassy was opened on Earth, giving the Empire the chance to voice its grievances on the floor of the Federation Council itself.
