He looks a kinda serious dude and slightly crazed, have never played these games so not sure who he is, some relevance to the film "The Deerhunter"? (sort of Vietnam film)
His name is Trevor Phillips, yeah he is psychopath and somewhat serious and his dialogues are hilarious. He is displayed as unpredictable and dangerous person although later in game you can see that he is needy for love and care ( he was abandoned by his father and his mother just ignored him) so maybe that causes his behaviour.
About that relevance I don't know because I haven't seen that film.

I am currently playing it on PS3. Gameplay is fine, dialogues are hilarious, although I can only run it on 720p.

I haven't heard of this movie, but I am kinda sure it somehow is an easteregg to it :D Every GTA is full of these!
