Yea, this really leads to some questions...Strelok has put some coordinates into the blackbox, but why? Did he even send the UAV?

Maybe but I think that these drones were sent by NATO because if you look into the cut content there was originally planed a western faction called ISG (International Scientific Group) they are operating under the auspices of the UN. So I think that they used these drones as navigation because Hog said they are not using guides or anything so... Stalker.wikia.com you should check this out if you are interested.
