Reading the comments & replies in his Fallout 4 stuff, he said he is trying to make this a standalone game. Likely using UE4 engine.

his suggests that play it with clean installation of vanilla game and unpack the "cangloongcity.bsa" file

you need specific tool to unpack it. just google for the tool

I found some people be able to get in the main city and other places by using command "coc cangloongcity". however, it doesn't work for me, my character was restricted in the tiny town :(

You can download from above link. It is very unstable. I've tried and crashed several times with a clean installation of vanilla game (with Realvision enb. Core version 0.279).

The pack is an early-stage test pack. only one town and its surrounding are available for you to explore.
