That's a really cool idea.
Concerning 1., the horizon blue uniform with képi (which was also horizon blue for the infantry, but others corps had different colours) became the official undress headdress only in 1930, nominally replacing the "bonnet de police" (side cap), though both continued to be used after this point, as regulations were often not followed in the inter-war period due to massive stocks of equipment, uniforms and cloth inherited from the Great War.
Regardless, the only time they would be found on the battlefield would be in the relatively short period before the introduction of the Adrian helmet in 1915. After that, they would only be used as part of the regulation undress uniform from 1930 onwards.
They were late interwar period undress uniform elements, so they would not really fit the era of the game and would not fit a battlefield context. However, a similar late 1914/early 1915 uniform would also have a horizon blue kepi alongside a (slightly different) horizon blue uniform.
Note: this is only true for the rank and file. Officers and to a lesser extent NCOs did wear képis throughout this period, but those were (for the infantry, excepting chasseurs) black with red and gold details.
Yes -three years ago. The Great War mod for Napoleon (excluding some minor patches), came out in 2021. If he still intended to come back to this mod, he would have done so.

He said years ago he intended to maybe go back to finishing this mod, but he hasn't said anything about this mod at all since. I really wouldn't hold my breath.

Yes. As you can see on the following pic, the first would be their regular navy unniform. On land, much like the rest of the infantry, they would wear the standard horizon blue greatcoat. Their trousers would be navy blue, but without any piping (like the chasseurs à pied, who had yellow piping). Their headwear would be the navy hat or an Adrian steel helmet, often with an anchor badge. The NCOs would wear a peaked cap (also visible on the pic below).
Another thing that might be confusing when looking up their uniforms is that they wore blue navy uniforms in winter when on their ships, and white ones in summer/hotter climates. However, their combat (land) uniforms would always look like on the pics I'm sharing below.

Yes. As far as I know, cockade and plumes worn on the left side was the norm throughout Europe and North America. Essentially, the French revolutionary bicorne hat in the mod is mirrored, but the royalist ones are correct. Thanks for listening
Some small historical inaccuracies for France: on the bicorne hats, the tricolore cockade is on the wrong side. Also, they shouldn't have any eagle emblems on their ammo pouches, on the turnovers of their coats, or on the grenadier cap (it should be a grenade symbol before the French Empire)
