On the last version of the mod ( 1.63.8 ) i got a problem with the "cfg_load atmosr " command , when i type the command the console says " Cannot open script file (atmosr.ltx) " . And if i look into the structure files of the mod , i can´t see the .ltx files. Apparently there is not appdata folder .I don´t know if i´m missing something, or the files doesn´t exist.

Well i have it, and i got the same problem ( I don´t know if that is the problem precisely). But you can destroy it, i have to use like 20 or 30 rockets, or maybe more , i can´t remember exactly.
I got to use the spawn menu to spawn some rockets... (yeah , i know shame on me)
The point is, KEEP SHOOTING THOSE ROCKETS!
