There is no clear definition but a game is something you do for entertainment. A game will often have rules and a sort of challenge.
This is just a walking simulator. If you somehow enjoy this paper thin story you can simply extract the mp3s and listen to it as a sort of podcast to help you fall asleep.
Even if you consider this to be a legitimate HL2 mod it deserves no score higher than 2: The graphics are terrible, the map design is horrible, the gameplay is nonexistent and everything else is lacking severely (not to mention how easy it is to walk out of the map).
It's just a very very poor effort that tries to hide behind the context of "art". A video game is simply the wrong medium for this sort of story telling. If you seriously believe that this game deserves its score of 9 which is higher than most mods on this web page, you're just being pretentious.
