Surely there are still people around waiting for it/willing to help finish it.
if they use the dialogue audio from fallout 2 they might have to set it up to where you have to extract it from your own legal copy of fallout 2 or it may suffer the same fate as the "capital wasteland" mod that was for fallout 4
