It wont download, like it just says Failed - Network error. every other mod works just fine when i download them, I have hl2 ep2 and WINRAR, so i dont get why it is saying this

It crashes every time i go to the first chapter, so i went to anomalous materials
and typed give weapon_portalgun and i worked but i could only put down blue portals, i would like to know how to fix this
