You'd need to find the files I posted in the Sins of a Galactic Empire and mod from there, that's all the help I can give since I did not make the Sins of a Galactic Empire mod, sorry...

When you create your own faction, do you have "Right to Rule"? does everyone start out at peace to you? can you even earn "Right to rule"?
