Rivendell and minas morgul. It seems the units spawn outside of the map but never "walk in"

So I've recently started playing again and I picked up the Edain mod for the first time. I can say I'm absolutely loving it and I've taking a liking to mordor as my main faction. One thing I've noticed is if you play a fortress map as mordor be it inside the fort or out, you cannot summon the men of the east or the Mûmakil. Does anyone know if this is intentional for balance purposes?or a bug.
