Add -dbg to your CoC shortcut target (https://imgur.com/w2q6Nxu) then you'll be able to press "S" in main menu to open spawn menu.
Have you tried on a new game? If I remember correctly, turning down population doesn't work right away if you don't, since it doesn't despawn already created squad. Unfortunately that would mean playing without your already created characters, your choice.
Haha yes, a huge amount of shells will be needed, but indeed you'll make a lot of money by killing those damn mutants!

I started playing again a few days ago (last time I played was at mod release) and I think something is wrong with the spawns (back in the days, spawn rate was too low, but now it's crazy high I think), in Yantar, I had 3 groups of 2 bloodsuckers and a group of 2 snorks spawning right in FRONT of me, one after another (As soon as I killed a group, another one spawned, that was definitely a bug) it happened at the level changer from Yantar to Agroprom.
Some other time, still in Yantar, without them spawning on me, I still had 6 bloodsuckers attacking me at the same time after fighting some flesh, the amount of mutants feels insane and even if you kill them, even more will spawn so it's an endless fight where you'll never be able to make a territory safe for a little while since they magically keeps spawning back right after they die.
Well anyway that won't stop me from playing cause I really love this mod, but it sure feels weird, I used to play TFW in clear sky and I sure liked the fact new mutants only spawned after an emission occurred.
