in Canon, the Vic-1 would be better suited for planetary operations. its engines, while underpowered for ship-to-ship combat, are adequate for combat in the immediate vicinity of a planet. it also has the ability to conduct operations directly in the atmosphere of a planet, and i imagine that its Concussion Missile batteries are less of a liability when used in such a capacity, such as to deliver pin-point strikes on targets like air-bases.
the Vic-2 is the Victory hull, but reconfigured for deep-space combat. its engines are replaced with more powerful models, and the concussion missiles are replaced with Ion cannons, to increase its versatility. i believe the shields and hull were enhanced if i remember correctly. these changes make the Vic-2 a very capable warship, second only to the Imperial class.
i imagine that in game, the Vic-1 is better for long range Artillery, bombarding stations and large, slow moving targets. the Vic-2 is the Light Cruiser to the Imperial class's Heavy Cruiser.
am i anywhere near being right?

I like the list you're having here.
However, I would've loved to have the TIE Avenger, the Starwing Assault Gunboat and the Skipray Blastboat on this list as well. But I still like this list. :)

the Avenger and Gunboat weren't commonly seen outside the game iirc. the Defender was more commonly seen, and has a similar mission profile to the Avenger and the Gunboat: multi-role starfighter. the Avenger is more optimized for Space Superiority, with its lighter weapons package, lack of ion cannons, and higher speed and maneuverability (compared to the Gunboat), and with the Gunboat having more of a Assault/Strike Fighter/Light-bomber role, with its Ion cannons, stronger shields and hull, and the ability to mount heavy ordnance. the Defender can be considered a good cross between the Avenger and the Gunboat, being faster and more maneuverable then the Gunboat (ok, both ships, but still...), yet having ion cannons and the ability to mount more powerful Proton Torpedoes in place of its Concussion Missiles, which the Avenger has, and are more optimized for fighters (going by their use in X-wing Alliance.)
as for the Blastboat, the info on Wookiepedia says that the Skipray wasnt all that popular with the Imperial Navy Leadership, so they werent that common in the Imperial Fleet, although i must assume that any of the ships still serving with the Remnant would be highly valued, given that the ships have enough firepower to rival some of the Corvettes.
i figure that 2-4 Blastboats would be a match for a CR90 (with the "standard" 2 double Turbolasers and 4 Lasers)

Good points actually.
And yes, the Star Wing for example appears in few EU works outside of the X-Wing games, like "Isard's Revenge" and "Mysteries of the Sith" (in the hands of Lumini pirates) and the TIE Avenger only in "Emanations of Darkness".

In that case, hopefully Sins' AI has more of a tendency to abide by the build limits than FoC's AI! In my last TR campaign (From the Ground Up, EotH), the NR AI had a certain affinity for spamming Viscounts (ignoring the build limit). ;) Their average fleet would have at least 4 or 5 of them, lol.

Yeah please limit it to one. In standard sins when you play with superweapons, they go off every 10 sec due to the AI always building a huge amount of them, its gets annoying and removes the focus of fleet actions and becomes artillery duels.

It's like the sister ship to the Eclipse. Smaller but still pretty powerful. That dam R2 unit took them out with the rest of Byss during Operation Shadow Hand.
