This is just a small addon, uploaded on request, using content from my 'Sabrean's Headcrab Zombie Mod' Garry's Mod Workshop addon that improves HL2's zombies by changing the Classic and Poison Zombies into their Rebel Zombie variants, improves the detail and texture of the Zombine, and does a few other tweaks on the side. Full changes and install instructions are detailed in the description and the readme file.
Please note that the full features from the Gmod mod, such as the multiple variants and randomiser, cannot be replicated in the HL2 games as they lack the lua code integration that Garry's Mod has. If you want randomised zombies, you will have to play the HL2 maps in Gmod.
To install, copy the 'custom' folder and all its contents to the appropriate main game folder of the game you wish to install this for. Merge files and folders if necessary.
e.g. copy to "C:\Program Files (x86)\Steam\steamapps\common\Half-Life 2\hl2\" for Half-Life 2
"C:\Program Files (x86)\Steam\steamapps\common\Half-Life 2\episodic\" for Half-Life 2: Episode 1

This small mod changes the models used by Headcrab Zombies to the improved versions from my 'Sabrean's Headcrab Zombie Mod' addon for Garry's Mod, which can be found on the Steam Workshop here:

The changes this mod makes to the Half-Life 2 games are:
-Changed all the Classic Zombie models to their green Rebel variants.
-Changed all the Zombine models to use the more detailed models and more accurate textures.
-Changed the Poison Zombie model to the Rebel variant.
-Changed all the Classic Zombie models, Zombine models, and Poison Zombie model to use tweaked ragdoll constraints.
-Added Headcrab bodygroups to the Fast Zombie Torso gib and the Zombine Torso gib.
-Gave all Zombies their Episode 2 animations. This normally doesn't make much of a difference, but it does mean standard zombies will flinch and Poison Zombies will use varying attack animations in HL2.

If I could I would have made a randomising zombie mod for HL2 long ago, back when I released the Gmod mod, but because HL2 doesn't have the lua code integration that Gmod has, I can't code for it and therefore cannot port nor recreate the randomiser. I never actually intended to publicly release this HL2 addon because of this, it was just a private little addon originally but then I got a request for it to be released.

Also citizens being zombified makes sense, rebels who are armed and can defend against headcrabs that is not so logical... against citizens headcrabs weponized, against rebels metrocops and later combine soldier, cause headcrabs are more like annoyence than real danger to them.
Antlions do have randomised skins, but that's part of their NPC code that's written into the game, and so is irrelevant - I cannot edit it nor the zombie's code to get the same effect on them short of creating an entirely separate sourcemod (akin to say Black Mesa) that copies all of HL2's maps and content, which would be ridiculous, and I can't write code to actively randomise skins on think like I do in Gmod because there is no lua code integration like I say.
Also huh, are you saying rebels, metrocops and combine soldiers shouldn't be able to be zombified or something? 'Course they should, just because they have guns doesn't make them immune - heck combine soldiers can be turned into zombine as seen in Episodes 1 and 2 extensively, perhaps because of the sheer volume of headcrabs freely roaming for prey - rebels are just normal dudes, and are said to have been zombified in the games such as at the rebel base at the end of the Victory Mine in Episode 2, the zombies found within just wear citizen gear because a rebel model was never made for them for some reason.
No you missunderstood. I'm saying that citizens behing turned in to zombies hence we see hl2 zombies as asimilated citizens rather than rebels. Making rebels replace the classix zombies dont work for me, because I think it is less logical since rebels have guns and therefore can defend against headcrabs... So statisticly there would be bigger percentage of citizens zombies than rebel zombies within hl2 storyline...
Side note, I will probably use your poison zombie in my game, for sake if diversity and because you made great job so I want atleast something in my game

Ah I see what you mean, you're saying that on average there should be more citizen zombies than any other variant, and therefore if 1 variants must be picked in game it should be that one. That's a valid point, and I agree with you if one is playing HL2 or Episode 1 - in Episode 2 you're in the outlands going through various rebel bases etc., so personally I think in Episode 2 statistically the most prevalent variant should be a rebel zombie. But anyway, I only uploaded this because of a request, so it's just here in case anyone else wants to replace their citizen refugee zombies with rebel ones really, rather than to fix a perceived issue with the HL2 games' choice of zombie type.
Also, if you're gonna use just the poison zombie, I would also recommend at least using the zombine models too - it has a corrected texture and an improved model (normally it has incorrectly coloured pads and is missing its vocoders and the neck area is badly textured.)

Will the rebel zombies and zombines be skinned depending on your skins you already have installed for the rebels and combine soldiers? Or will it just be default? Because I would really like to install these skins.

Looking at your mod's current state from what moddb screenshots you have, I'm afraid the answer's no at the moment, sorry. I'd rather not hand out permissions until mods are in a more concrete state you see, mainly due to a previous encounter I once had. If you get close to release at some point though I'd be happy to set up some custom zombie models for you, I have more variants modelled than these you see.

I've done some testing and this works completely fine with MMOD, not only that you can get it onto HL2: Update MMOD which overall I think is the best way to play with this.

suggestion:
it would be insanely cool if you could choose between which model to use to replace the base hl2 model
for example you can choose between if you want all zombies to be the citizen model variant or civil protection variant etc.
