TS Plus plus file

To install, replace INI folder with TS client.

Basically does some balance changes and removes some things.

The main goal is to enhance the vanila game with somethings that were needed.

GDI defenses are build without component towers.

Fully upgraded GDI powerplant like nod is available.

Veterancy upgrades and Elite upgrades.

Most missile based units will hit nomatter what.

Defenses are better.

Tiberium lasts longer.
