Pretty sure the MTD Editor has nothing to do with skins...except if you would apply that term to some of the UI textures. This is primarily for inserting new icons into the game.

well yah tga is mostly icons. If your just skinning, then i guess you have no need of this...

The MTD editor allows extraction and insertion of new TGA based icons into the main MTD file.
