I'm sure the Diplomatic Envoy is less "diplomatic" and more "Hey, we're new to the neighborhood. We're required by law to inform you that we are registered planet killers, and that your best option is to start running now. Oh hey, look! Vasari! I remember those guys and their little empire! Hey, aren't we chasing them?"

I'm a bit curious about one thing. Will these guys have actualy voices for their ships, or just animal/alien noises? If it's the latter, I suggest using some of the stuff from C&C3; the Scrin, specifically.
The Xin will have alien noises - I'm currently looking into mixing up a bunch of suitable resources, like the voicework for Zerg, Scrin (thanks for the tip), various animal sounds like dolphins/whales/whatever to produce something original. Hopefully it'll turn out ok! :)
