Description
Normally you can recruit Bishops in every town as long as you have built a cathedral. But this seems quite inaccurate. So we changed the whole system of priest recruitment. Now bishops can only be recruited in some cities, which had or still have an episcopal see. Also there could be only one Bishop for every episcopal see! Priest could be recruited in every town, of course you still need at least a church.
