does this mod use bump mapping?
Nope, I'm going to stick with defuse only, some of the textures are too low-res to make any use of normals- K.I.S.S. (Keep. it. simple. stupid.) :)
Well, to be honest you could make some nice normals from some of the textures, I could help if you're interested.
I have crazybump and have experimented with it a bit, it's not really the sort of thing I want, the aim was to have SH2/3 quality graphics, normals distract from that plus it can only be applied to world geometry and TF uses a lot of models!
I wont rule it out though, let's see how things go first :)

Oh yeah, what about specular mapping? :P
Specular mapping could be applied to some of the more shiney textures possibly, again it's a case of whether it'll work in conjunction with the models without looking too different.
I'm sure you could fake some specular for models, with the chrome effect.
That's a way of faking it I guess, yeah.
