A friend and I are working on a free-use version of the Finalizer that we're releasing for anyone to use in their own projects. Just be patient and we'll have it out. :)
No need to reinvent the wheel :P
We are currently in short supply of modelers, so the content output has been slowed, if you and your friend would help model, we would be much obliged.

I think you misunderstand the phrase. He means, he does not know the opinion of the people making the other mods, or whether or not they would be open to collaborating. It isn't that he cannot speak, it's that he doesn't know what they would say.
