yes it is under the source engine, to make this effect you just need to put 5 or more layer of displacement with a grass texture that uses alpha mask.
And it's not shader,just some technique :D
I thought it is a shader, which duplicates virtual a grass texture and givin it a depth, like Displacment mapping but more advanced
This works exactly the same way as a fur shader, without the drop-off in noise which adds that lovely smooth aesthetic. Nice idea, but go write or download the fur-shader :)
