mmm... on this screenshot Goliath stay in normal mode.
If Goliath active siege mode (as Tank), he cann't move and attack ground unit, but his rocket launchers incrase attack range and damage. Siege Tank powerful versus ground unit, Siege Goliath versus ships.

But Spoo was create original Goliath model. He present in game but as BIG BOSS in Arcade/RPG mode.
