Wow, did you actually manage to add more than 14 spots to the command sets?
Methinks its possible. I think you can have up to 16 buttons.
The Middle one has 12 slots on it, it is the general's powers.
The Numbers probably indicate build queue.
14 of the the buttons on the rightmost side are normal commandsets. The 15th button is the sell button...
