Picard is just that personality type. Reminds me of the episode of TNG where the guy from the 22nd century time travelled to the Enterprise, told Picard to move, then Picard refused until he was told the time traveller just wanted Picard to step a few feet, not move his ship. Picard must really hate moving his ship a few kilometers.
