Impossible for Source if you ask me, or they could make their own radio show exsclusive for this mod.
I've seen it done in Garrys Mod with Lua were they programmed a radio to tune into BBC Radio 1. It could be possible with C++, but i'm not a wizard with coding so its a long shot for the moment.
