Developer note: her high position demands fleet commanders to hold her in the back of His Fleet, protecting the rest of armada from incoming enemy fighters and unleashing unending wings of bombers onto Imperium's countless enemies.
Let's be honest. Emperor doesn't need forward macrobattery. Just pick up a bunch of these and support them with retributions. You won't need titan, I guarantee.
