Story:
You are Gordon Freeman. After watching an advertisement for Morshu: The Game, you decide to buy it. One problem though, You are poor as f*ck. All you have is a terrible big ass CRT from
1999 and barely an apartment. So you decide that you should just steal the game instead. You take a very shady route to the back of the nearest building with the game inside. You find
yourself in a room, with the game sitting on a barrel. You try to take it, But the Combine appears and destroys it. They also kind of accidentally intentionally reveal the entrance to a
Cold War bunker. After killing the cops, you go down the bunker, thinking you will find the game down there. Will Gordon be able to get the game he wants?

More like a mappack/add-on. You would typically install something like this over your entire Half-Life 2 Beta, then either run the level through the "developer console" or if the "mod" allows it - through the default menu options. Rarely the mod would be like the one you would run through a shortcut with launch options for "-game" of some kind.
On Mod DB, there are several other Mappacks like that, and they (community content for Half-Life 2 Beta) have (has) been around since 2003. Mod DB ones include "Joompy" at Moddb.com and another Russian Half-Life 2 Beta mappack called "The Thing" at Moddb.com.
Detailed information and downloads as to that are currently at hl2-beta.ru.
Update: There is also a "Readme" in the archive as well.
Update 2:
MAINLY, for this to work, I don't know if it's listed anywhere else (but in the Readme is but there is no link to that version there,) you have to download and install this at Hl2-beta.ru - and ONLY it, as this is the version of Beta Half-Life 2 the mod works with.
"Joompy" also works with that Half-Life 2.
