i think to make :
Persian soldiers cheaper than the soldiers of the Roman legion
and Roman legionaries a weapon more powerful than the Persians for balanced ...
Exactly ! and maybe the Persian soldiers are fast in mouvement compared to the Roman legionaries
The romans have heavy armored & powerful units with high cost and low or medium mouvement speed
The persians have good units less powerful than the romans but with low cost and medium or fast mouvement speed
so i think to best haye the persians because of their best having more infantry is giving them advantage
