Do not decompress the MOD or rename it, directly place it in the game directory and use EXE to read it
Here the way i installed it for (Resident Evil 2 HD Break through the encirclement)
I unziped all the files from break through the encirclement and extract them all in the biohazard 2 folder and replaced all files.
then i run the game and i see in the screen menu i can choose ada so i choose ada .
But once in the game i still have claire and nothing change at all except for the inventory menu where i see ada picture. do i miss a step?

Need to use BIO2's built-in EXE Choose Breakout MOD to play the game
Im using the Bio2 built in EXE like you say but i have no option to choose the breakout mod in the launcher.. (and the launcher is in japan) . by the way the survival of fittest working great its only the Break through the encirclement mod i have trouble ..
If there something im doing wrong just let me know .

Have you changed the name of the MOD? It cannot be renamed. It should be decompressed and run the built-in login directly to start the game. There is no need to modify anything. After selecting, run EXE to prompt for selection, and click OK to prompt for MOD selection
