Tundra terrain is BEAUTIFUL! And those tesla coil and "tesla bunker?" is sinister looking.
Tower is indeed a Tesla Coil. As for 'Tesla Bunker', you can read what it actually is and what it does on website, particularly in Dominion structures section I provided link to below.
