So I read the details of this mod in the TW forums and it is awesome. The thoughts that ran through my head about it were yes their regions are pretty poor to start, I HATE THE ITALIAN BOOT because of their seemingly unlimited money to raise more then an entire army off 1 region (and that was four different countries!), I also hate the Maratha Confederacy for that reason (with another mod I could play Mughal Empire and for sure a big place compared to her it sure takes a while to win, especially when Mysore is a **** and joins in. The ottoman units did suck to a degree, I like the sword jans but they eventually are outdated because of the final bayonet makes gun units able to stand their ground against them. Rest of the units iffy so it'll be fun to play... other then that I wouldn't say the other empires have a lag in technology, they just seem to go warfare tree when I am usually going the purple economy tree which speeds up my tech research. And whereas the Ottoman Empire is in decline to start its pretty easy to resolve most of if with kicking most/all bureaucrats out of office for better ones (and then switching them around to best results as well). Wish it was easier to kill the leader of my country though, he sucks balls so I usually go republic when I am stable enough to allow it.
