Shinobi World is a full conversion Naruto mod for Crusader Kings 2 which will feature bookmarks throughout the Naruto Timeline. The map will cover the main areas of the Naruto world, known in the manga, movies and anime.

Another thing I was thinking could be cool it's a re-work of the merchant republic government making it a little bit more like the naruto world, even making the Patrician families into shinobi clans and making certain traits to be passed like genetic traits like dojutsu, kekkei genkai, certain clan affinities towards elements like the uchiha fire, etc. You could also make landless character playable like in rise to power making regular republic playables, and also giving a lot of RP opportunities like being a ninja academy teacher, a team leader, an ANBU, a Rouge Shinobi, etc.
The ninjas are basically mercenaries of the Daimyo (powerful landowners, magnates or feudal lords), some mercenary clans tried to engage in other activities and reduce the financial yoke the Daimyo has on them: the Yamanaka with a flowery, the kazekages with mining, etc. still the daimyos are too rich and can hire mercenaries from other regions.
Most of the wars between ninjas are economically motivated, f.e. the Naruto bridge construction arc.
I think the bloodline feature can solve the clan thing.
