Not only is he a master of disguise, the Repulsor utilizes the latest in Yuri's gravity manipulation technology. When his highly advanced charges placed on vehicles go off, the target temporarily becomes a source of a strong anti-gravity field, which will launch surrounding vehicles into the sky if they remain nearby one for too long.
The lighter the vehicle, the faster it might roll over, and that means the vehicle's destruction.
The hovering units will rotate even faster.
The charge itself deals damage to the target too, so in case it kills it no anti-gravity field is created. Just like with Ivan or Arsonist charges, an Engineer can remove Repulsor's bomb before it goes off.
While the effect pales in comparison to Libra's newfound psychic powers, it is still a big threat to any armor batallion on the field.

At the end, planting them on your own vehicles and sending them straight into enemies might be the best way to utilize this unit. Also questionable if it will work on submerged Drillers or even aircrafts.
Crazy Ivans back in ra2 were only useful as planting bombs on the fastest and most survivable units and throwing them at weak points.

Yeah, that's pretty amazing. DaFool did the great conversation on every 3D C&C games such as Tiberium Wars, Tiberian Twilight, Generals and Red Alert 3.

This makes me drooling, but it's too bad that it'll be near useless with robot tanks around. Sure can work on an approaching MADMAN though.

Heh. I can already imagine myself sending one of their own units which I mind-controlled with a repulsor bomb planted on it to destroy any attack force they built up to use against me and destroying it that way. That would literally be one of the most sadistic preemptive strikes you could perform against the enemy in the mod period.
