There are practical uses to this mod, same as with matriarchy or African-only mods: roleplay of a specific kind of civilization.
There is nothing inherently racist in such a thing. Those not interested should simply ignore this mode and play they game in wherever way suits them the most, while being able to let others do the same.
It's a good satirical point. It's rare to see that in gaming mods. It's nice that this one kinda pokes fun and was taken extremely seriously to the point of banishment. It's good and positive and deserves a high rating simply for that.
