I have to mention that there is a balance between the definition and quality, because if is too enhanced it will look full of scratches and artifacts, anyway this is the only mod that uses 2k textures 2048x2048 other projects like RoSA or other retextured mods use maximum 1024x1024 textures. In San Andreas, textures look stretched because of the models, not the textures themselves I use only original content, and textures (most of them) are the same as original textures as you can see them at the native resolution. You can observe this when you play the original and gain altitude or at a great distance.
