This going to be Fallout on Dungeon Master engine. Aim to be hardcore RPG with good complexity and replayability. DM comparing to Fallout have some drawbacks but also many advantages (worst adventure but much better survival etc) so project is not completly pointless.
DM engine will be modified so instead of magic there will be hacking (combination of symbols will unlock doors and computers) Each character will be master in three skills, and probably he cant learn too much beyond that but it will be much more skills to choose from. Instead of create solo character, here is need to hire team with all skills you want. So hire nurse if want to use first aid, BoS knight if want to use heavy weapons, road warrior if want to repair and use car etc.
Game begin in Vault 12 under Bakersfield and main obiective is to leave town. Its not so easy because destruction create from it urban labirynth and its full of enemies. They are called infacted, something between zombie and mutant. To survive you will need to find weapons, ammo, tools, food, water, medicine, informations etc. In fact it may look like usual zombie survival horror (and btw this was my major inspiration)
