Does he understand that daleks already have propulsion underneath them? When the doctor accidentally lands in Area 51 and Rose awakens a dalek the dalek cant go up a flight of stairs,so it hovers and begins flying.
they don't need discs, they fly. like you see in the many invasion episodes, they can work as their own fighter craft and flying units.
