Defense Spending feature allows adjustment of recruitment rates alongside free upkeep slots at a cost varying with the size of faction.
It uses a menu I scripted from yes/no event popups to cycle through 5 different states. Alongside a large (much more than the +400% you might expect) increase in building recruitment coding to provide the effects.
