Deeds of Arms and Chivalry is a modification for Mount & Blade: Warband which focuses on the Hundred Years War between France and England, specifically during the early 15th Century.
Pourpoint using a similar cut to the pourpoint of Charles de Blois and heavier padding. In game, this pourpoint is available in a wide range of textile options, from elaborate brocade to cotton tow, for courtly as well as campaign use.

Is it to be assumed that there is full plate underneath? Does this come with different stats, as if there is armor underneath it or not?

This version, no. This sort of garment pattern was used in multiple roles. Civilian wear, like the modern blazer (padded garment to give the illusion of a romanticized shape). Under plate. Over plate. This version is pretty thin, so is rather obviously either casual wear or under-armor. I've made about 10 texture variants in this category for this purpose.
If it is over-armor, I will indicate that two ways: by changing the overall contours to reflect the cuirass, shoulder harness, etc. So, it will bulge as per. And by increasing the padding, making it thicker.Also, sleeves tend to be the grande assiete type for over-armor. You know, ballooning out, lots of free space for the flanges, etc.
In short, you won't have to "assume" anything, or make-believe too much. I'll do my best to make it obvious.
