Full order of operations pre operation Rain Deflector:

1: Operation Clear The Way *Removal of trees'n stuff*
2: Operation Arm Breaker *The Use of putting pins in the ground for further operations*
3: Operation Giant Cloth: The Use of over 9 Bell Huey's to lift I giant piece of cloth over the poles that were included in Operation Arm Breaker. (Little known fact, US got a great deal on the poles from Home Depot)

Ultimately this order of operations was soon known among the US ground troops as Operation "Giant *** Tent"

As the war progressed, the Americans constantly tried to come out with the newest in defensive technology, reports recieved by frontline soldiers made it clear that if the Americans were going to win this war they needed to combat their biggest enemy, ...RAIN...DUN DUN DUN

This lead to the code-name "Giant Ass Tent", part of Operation Rain Deflector, it was clear the only way to stop the rain, was to make giant ass tents, that could cover entire bases.

As a hardcore realist, I had to incorporate this modern breakthrough in technology and life as we know it.
