Just extract the 'Julian Ashcroft Companion.esp' to your Oblivion\Data folder, start the Oblivion launcher, click on Data Files

Kinda mod tho,its the beta remember ;) full release includes quests.
Cool downloading now, but wouldn't this be more of an add-on instead of a mod? From the description I don't see anything that makes a major gameplay change or some sort of campaign. Just looks like some extra npcs.
