For anyone curious, this mod was 'improved' and released on a different mod page: Moddb.com
My continued thoughts on how the mod has evolved over the multiple releases are there.
(Before you ask - yes, that thumbnail is exactly what the mod looks like)
...this isn't great. The two biggest flaws are that everything's in fullbright and the mod never gives you an HEV suit (so selecting weapons is a real pain), but really, it's basically a troll mod so everything's pretty rubbish.
