Well, i've read that there's translation going on and well, showing screens, trailers and adding new content is good, but what's the point if mod is limited to russian community and people who know russian fluent enough to play. Like, English is the most common language in internet so translating it to English would make a lot of people happy. And about that English mods don't provide russian translation : team mostly focuses on language that is known to them and it's mostly English. Like, mods translated to polish could be counted on fingers of one hand. It also depends on mod and team itself. Bigger team will probbaly have a translator to other language and the smaller mods are easier to translate.
